Groundwater Extraction Reporting
2026-1 Semi-Annual Extraction Statements (SAES) for wells located in Oxnard, Pleasant Valley, and Las Posas Valley Basins are due May 15, 2026.
To ensure accurate reporting for the 2026-1 period (covering extractions from October 1, 2025 to March 31, 2026), collect meter readings and meter photos taken on March 31, 2026.
Online Reporting
- https://www.fcgmaonline.org/
- 2026-1 SAES
- Labeled and legible meter photo(s) dated March 31, 2026, for all wells required to be metered (Ordinance § 3.0)
Mail Reporting
- Printed SAES will be mailed via USPS to Well Operator on record
- Printed legible meter photos dated March 31, 2026, for all wells required to be metered (Ordinance § 3.0)
- Payment of applicable Fees and Penalties
Requirements
Required Reporting Materials for 2026-1 SAES Submission
- Complete and accurate 2026-1 SAES Form
- Legible meter photos dated March 31, 2026, for each metered well requiring metering
- Full payment of applicable Fees and Penalties
Compliance Requirements
Per Agency Ordinance Code, completed and accurate SAES must be received by the due date. Forms postmarked by the U.S. Postal Service on or before the deadline will be considered on time. Failure to report, or submitting incomplete or incorrect forms, may result in:
- Civil penalties under Resolution 2019-1
- Interest charges for late payment under 2.4.2
Manual Reporting Required for Certain CombCodes: online reporting is not permitted for CombCodes with: missing or incomplete previous SAES, or unregistered Flowmeter, Operator, or Owner changes. These must be reported manually using the Agency-provided SAES form.
