LPV Watermaster

Unlike FCGMA fees, Watermaster Basin Assessments are based on a Water Right Holder’s Annual Allocation, rather than the amount of groundwater extracted during a reporting period.  On January 22, 2025, Watermaster approved an extension of the Initial Operating Yield through WY 2025 (Per the LPV Judgment, WY 2025 spans from October 1, 2025 – September 30, 2026), set at 40,000 acre feet per year (40,000 AF/Yr). On July 23, 2025, Watermaster adopted the WY 2025 Basin Assessment set at $60.00/AF of Annual Allocation; and on September 24, 2025, per Resolution 2025-07, Watermaster adopted a Basin Assessment to fund the implementation of Basin Optimization Projects included in the Basin Optimization Plan set at $7.25/AF of Annual Allocation. Combined the Basin Assessments, total $67.25/AF of Annual Allocation to be invoiced in equal quarterly installments ($16.82/AF), see table below for schedule. Installment payments not received within a month of their respective due date are considered delinquent and shall bear interest at the current real property tax delinquency rate for Ventura County per the Judgment.
