Groundwater Sustainability Plan


 

 

The Sustainable Groundwater Management Act (SGMA) (i.e., the term used to reference AB 1739, SB 1168 and SB 1319) provided the FCGMA with the authority to act under the new law as a Groundwater Sustainability Agency (GSA). GSAs are required to adopt a Groundwater Sustainability Plan (GSP) or alternative plan for submission to the Department of Water Resources (DWR).

A GSP specifies measures to ensure that basins operate within its sustainable yield (required for high- and medium- priority basins). The GSP is required to contain: historical data, groundwater levels, groundwater quality, subsidence, groundwater-surface water interaction, historical and projected demands and supplies, recharge areas, measurable objectives, and interm five-year milestones.

Goal: The GSP must describe the sustainability goal and it must explain how the goal will be achieved in 20 years, with a 50-year planning and implementation horizon, and monitoring data.

Timeline of GSP Development

January 1, 2015 - SGMA goes into effect.

January 9, 2015 - Resolution No. 2015-01 adopted by FCGMA Board accepting the authority of a GSA.

June 24, 2015 - Board directed staff to pursue a one-year timeline to produce a draft GSP (i.e. due by June 2016).

December 11, 2015 - FCGMA Board authorized Executive Officer to execute a Consultant Contract with HydroMetrics Water Resources, Inc. to develop GSPs for (1) Arroyo Santa Rosa Valley, (2) Las Posas Valley, (3) Oxnard, and (4) Pleasant Valley Groundwater Basins.

February 18, 2016 - Draft regulations released by DWR.

February thru July, 2016 - Preliminary drafts submitted to FCGMA staff and TAG for review.  

June 1, 2016 - Final regulations must be adopted by DWR.

June 22, 2016 - The Board authorized the Executive Officer to terminate the contract with HydroMetrics for GSP preparation and to negotiate with the next responsible bidder, Dudek, to complete the GSP.

July 20, 2016 - New Consultant Contract brought to the FCGMA Board for approval. 

September 1, 2016 - Final Draft due date for tasks 1-5.

September 16, 2016 - Final Draft due date for tasks 6-10.

December 7, 2016 - Final Draft due date for tasks 11-14.

February 12, 2017 - Final Draft due date for tasks 15-18.

May 15, 2017 - Final Draft due date for task 19.

May 16, 2017 - Start of 90 Day Review Period (ends on August 16, 2017).

August 16, 2017 - Bring item 20 to the Board.

October 25, 2017 - Final Draft due date for task 21.

 


Get Involved!

 Assist with the development of the GSP by:

(1) Attending and submitting comments at the Regular and Special Board meetings.

(2) Attending and submitting comments at the Technical Advisory Group (TAG) meetings. The TAG is responsible for reviewing preliminary technical drafts before the documents are incorporated into the final draft that goes to the Board at the September 28, 2016 Board meeting. (3) If you live, work, and/or own land within the boundaries of the Las Posas Basins (East, West, or South), participate in the Las Posas Users Group (LPUG) meetings. This group is currently working on drafting an allocation system for the Las Posas Basins. Their approved Charter can be viewed here Meetings are generally held at the Calleguas Muncipal Water District Boardroom.

(4) Currently, overliers and appropriators of the Oxnard Plain, Forebay, or Pleasant Valley Basins participate in the Oxnard/Pleasant Valley Overliers and Appropriators (OPV - OA ) meetings to assist with the development of an allocation system.

(5) Participating in the Water Market Group (WMG) to assist with the recommendations, presented as language sufficient to be inserted into a GSP chapter or FCGMA ordinance, relating to the structural and operational mechanisms of a water market and market rules. Upon approval of recommendations, the WMG will facilitate the establishment of a functioning trading platform. Their approved Charter can be viewed hereMembership requires a commitment of at least two (2) hours every two weeks. Meetings are generally held at the Cal Lutheran University - Oxnard (2201 Outlet Center Drive, Ste. 600) every two weeks on Thursday from 3:30 p.m. - 5:30 p.m.
